About the Plan

The Clayton Board of Trustees designated an area within Downtown Clayton as a Metropolitan Redevelopment Area (MRA) in accordance with the New Mexico Redevelopment Act. Designation of the MRA and creation of a MRA Plan was a key economic development strategy identified in the Clayton Comprehensive Plan, which was adopted in 2020.

The MRA Plan will identify specific projects and strategies to catalyze and support long-term reinvestment in Downtown Clayton through public/private partnerships over a 10-year period. The MRA is the Town’s focus of community redevelopment, which may include improvements to public infrastructure, infill of vacant lots, preservation of historic buildings, and business investment. The MRA strategies will be crafted to help support the long-term revitalization of Downtown Clayton that currently is experiencing disinvestment and blighted conditions.

The Town of Clayton engaged Consensus Planning, an Albuquerque planning and landscape architecture firm, to create the MRA Plan. The MRA Plan elements will include a description of existing conditions; data analysis; identification of issues; and community vision, goals, objectives, and strategies that are based on our public engagement process, research and analysis, and our professional planning expertise. An implementation schedule will list the projected timeline and responsible entity for each implementation strategy. A robust community engagement process will be an integral part of the planning process.

The MRA Plan elements will include:

4) Implementation Plan and Financing Strategies

5) Community Participation Process
